mscs40h . la première attestation du mot POPULATION (2)

L'édition électronique des Essais de Bacon par Renascence Editions, University of Oregon permet le repérage de toutes les occurences du mot population dans le texte. (Affichage du document pdf par le programme Aperçu).

On relève ainsi cinq occurrences du mot, dans deux des Essais. Deux dans l'essai XV De la sédition et des troubles, (p. 24), et trois dans l'essai XXIX : De la véritable grandeur des Royaumes et des Républiques. (pp. 45-46-47).


A. p. 24 :
Generally, it is to be foreseen that the population of a kingdom (especially if it be not mown down by wars) do not exceed the stock of the kingdom, which should maintain them. Neither is the population to be reckoned only by number; for a smaller number, that spend more and earn less, do wear out an estate sooner, than a greater number that live lower, and gather more. Therefore the multiplying of nobility, and other degrees of quality, in an over proportion to the common people, doth speedily bring a state to necessity; and so doth likewise an overgrown clergy; for they bring nothing to the stock; and in like manner, when more are bred scholars, than preferments can take off.
B. p. 45 :
The greatness of an estate, in bulk and territory, doth fall under measure; and the greatness of finances and revenue, doth fall under computation. The population may appear by musters; and the number and greatness of cities and towns by cards and maps. But yet there is not any thing amongst civil affairs more subject to error, than the right valuation and true judgment concerning the power and forces of an estate.
B. p. 46-47:
So in countries, if the gentlemen be too many, commons will be base; and you will bring it to that, that not the hundred poll, will be fit for an helmet; especially as to the infantry, which is the nerve of an army; and so there will be great population, and little strength. This which I speak of, hath been nowhere better seen, than by comparing of England and France; whereof England, though far less in territory and population, hath been (nevertheless) an overmatch; in regard the middle people of England make good soldiers, which the peasants of France do not. And herein the device of king Henry the Seventh (whereof I have spoken largely in the History of his Life) was profound and admirable; in making farms and houses of husbandry of a standard; that is, maintained with such a proportion of land unto them, as may breed a subject to live in convenient plenty and no servile condition; and to keep the plough in the hands of the owners, and not mere hirelings.

mscs40h . à propos de l'OED – Oxford English Dictionary

Dans la première note consacrée dans ce blog à l'emploi du mot population dans son acception démographique il est indiqué que le premier emploi par Bacon et la citation correspondante était signalée par l' Oxford English Dictionary.


Le site des Presses de l'Université d'Oxford (Oxford University Press – OUP) a mis en ligne de puis peu un corpus de documents d'archive permettant de retracer l'histoire de ce dictionnaire. Une rapide présentation de ce monument de la lexicologie anglaise, réalisée à partir de la consultation de ce site, permettra de comprendre en quoi et pourquoi ce dictionnaire constitue un outil indispensable de l'enquête d'histoire intellectuelle.

Le projet de la Société Philologique (Philological Society) de Londres est rendu public en 1859 (Proposal for the publication of a New English Dictionary). Il s'agit de préparer la publication d'un lexicon complet ou thésaurus de la langue anglaise qui comprendrait every word occuring in the litterature of the language et d'illustrer sens et emplois de chaque mot par des citations appropriées. Un tel dictionnaire reste à écrire, aucun des existants ne satisfaisant aux exigences d'un programme si ambitieux et exhaustif de lexicologie historique
Our Dictionaries might note more accurately than they do, and illustrate by suitable quotations, the earlier uses which word have now left behind them, the successive modification of meaning though which they have passed. It is one of the primary demands which we make upon a Dictionary, that it should thus present us with the history of words, the significant phases of meaning through which they have travelled. It was a remark of Coleridge, that you might often learn more from the history of a word than from the history of a campaign ; and this is true.

L'entreprise est immense, pour collecter les occurences, analyser les emplois, choisir et référencer selon une procédure unifiée les citations illustratives dans l'ensemble du corpus de la littérature de langue anglaise, il sera nécessaire de lire "un très grand nombre de livres". Les contributeurs (bénévoles) de la société philosophique ne peuvent suffire à la tâche, il sera fait appel aux hommes de lettres américains. Une division internationale du travail s'organise : littérature du 18e siècle en Amérique , early english literature en Angleterre. (Appel de George P. Marsh, 1859)

La durée de mise en oeuvre du programme lancé en 1859 sera bien plus longue que les 10 ans prévus initialement. La publication du nouveau dictionnaire ne commencera qu'à partir de 1884, en fascicules dont la parution s'échelonnera jusqu'en 1928. La première édition sera complétée par plusieurs volumes de supplément (en 1933, 1972 et 1986). Une deuxième édition augmentée paraît entre 1989 et 1997, est accessible en ligne. Une troisième édition est en cours de réalisation.
On pourrait dire qu'interroger l'OED c'est comme interroger un super-érudit, qui aurait lu, analysé et mémorisé tous les mots de toute la bibliothèque de langue anglaise, et qui répondrait sans délai et avec la même inépuisable disponibilité à toute requête, qu'elle émane d'un savant anglais ou d'une française ignorante. Une française ignorante qui voudrait savoir , par exemple – et sans lire aucun livre d'histoire de la démographie – quand, dans quel texte, et par quel auteur le mot population été employé en anglais dans une acception démographique. L'OED met en un clin d'oeil sur la piste du bon auteur et du bon livre.

Question pratique en suspens : la BNUS est-elle abonnée à l'édition en ligne de l'OED ?

C'est dans l'Oxford English Dictionary qu'est signalé le premier usage du mot population dans un sens démographique. Cette acception apparaît en anglais dans un texte de Sir Francis BACON (1561 - 1626) : l'essai XV, "Of seditions and troubles" des Essays or Counsels Civil and Moral (première édition 1597).

The causes and motives of seditions are, innovation in religion; taxes; alteration of laws and customs; breaking of privileges; general oppression; advancement of unworthy persons; strangers; dearths; disbanded soldiers; factions grown desperate; and what soever, in offending people, joineth and knitteth them in a common cause.
For the remedies; there may be some general preservatives, whereof we will speak: as for the just cure, it must answer to the particular disease; and so be left to counsel, rather than rule.
The first remedy or prevention is to remove, by all means possible, that material cause of sedition whereof we spake; which is, want and poverty in the estate. To which purpose serveth the opening, and well-balancing of trade; the cherishing of manufactures; the banishing of idleness; the repressing of waste, and excess, by sumptuary laws; the improvement and husbanding of the soil; the regulating of prices of things vendible; the moderating of taxes and tributes; and the like. It is likewise to be remembered, that forasmuch as the increase of any estate must be upon the foreigner (for whatsoever is somewhere gotten, is somewhere lost), there be but three things, which one nation selleth unto another; the commodity as nature yieldeth it; the manufacture; and the vecture, or carriage. So that if these three wheels go, wealth will flow as in a spring tide. And it cometh many times to pass, that materiam superabit opus; that the work and carriage is more worth than the material, and enricheth a state more; as is notably seen in the Low-Countrymen, who have the best mines above ground, in the world.
Above all things, good policy is to be used, that the treasure and moneys, in a state, be not gathered into few hands. For otherwise a state may have a great stock, and yet starve. And money is like muck, not good except it be spread. This is done, chiefly by suppressing, or at least keeping a strait hand, upon the devouring trades of usury, ingrossing great pasturages, and the like. For removing discontentments, or at least the danger of them; there is in every state (as we know) two portions of subjects; the noblesse and the commonalty. When one of these is discontent, the danger is not great; for common people are of slow motion, if they be not excited by the greater sort; and the greater sort are of small strength, except the multitude be apt, and ready to move of themselves. Then is the danger, when the greater sort, do but wait for the troubling of the waters amongst the meaner, that then they may declare themselves. The poets feign, that the rest of the gods would have bound Jupiter; which he hearing of, by the counsel of Pallas, sent for Briareus, with his hundred hands, to come in to his aid. An emblem, no doubt, to show how safe it is for monarchs, to make sure of the good will of common people. To give moderate liberty for griefs and discontentments to evaporate (so it be without too great insolency or bravery), is a safe way. For he that turneth the humors back, and maketh the wound bleed inwards, endangereth malign ulcers, and pernicious imposthumations.
